There are no helmet laws because most deaths are caused by full body injuries and helmets can obstruct a drivers' view and hearing.
That's the argument I've read.

"South Carolina is number one in violent crimes, number two in DUIs...FANTASTIC."
Crime is only a problem in black neighborhoods, where the local thug culture reigns. Don't live there and you'll be fine. That's not racism, just practicality.
"- no vehicle inspections."
No reason to have them. They are not performed for safety reasons and create a costly bureaucracy as well as wasting time and fuel.
"- no helmet law"
We don't want one. If you like helmets, wear one. I do, but I oppose helmet laws. You head belongs to you, not the government.
"- You do not need two operable taillights of brake lights"
If they are installed they are required to work per DOT regs, so the law (single lights were common many years ago) is merely a concession to vintage vehicles and farm equipment.
"DUI is hardly ever followed up by the solicitors office."
Varies by solicitor.
If you are a Liberal, go away and stay gone. Don't move here, go to Cali instead and thanks in advance!

coming from the state that is # 1 ( and not in a good way ); i don't know how many times i've seen on the news here someone arrested ( usually after an accident ) with their 5th/6th/etc DUI. Take away their car; doesn't matter. No license, like that stops anyone. I realize many jails are overcrowded; but if someone has multiple offenses then they deserve to be behind bars ( if space is tight, then release someone with misdemeaner/white collar crime ). If someone does something wrong that can take a life they need to be punished for it.
I may get on a soapbox now and then but try not to preach, and it's been 20+ yrs since i've touched a drop....but there were many times in my youth where i drove impared. Lost friends in accidents. And yes I also know the disease alcohol can create ( growing up in 'bad' situations at home ) and that treatment can help if desired. Everyone should get a second chance.
That's "2nd" chance, not 3,4,5,6,7.......
sorry; just bad enough to see the damage done locally; and to know it is a problem nation wide doesn't put my mind at ease.
sorry for the long post; just had 2 cents I wanted to spend....

As far as vehicle safety, research has shown vehicle safety inspections are just a taxing scheme and are ineffective as far as reducing accident rates, so consider SC's lack of a vehicle safety inspection program is a plus. If it were only the same in Utah where I live. If you don't believe it check out my webpage on the utah safety inspection racket at:
The Utah Safety Inspection Racket
There are several links at the bottom of the page to research you might be interested in which applies to all states.

Horrible Montana DUI Laws
Has anybody looked at how horrendous my state of Montana is with regard to DUI laws? We currently have someone in the Gallatin County Jail (Bozeman, Montana) awaiting trial on his 19th DUI offense. Unbelievable!

Yeah, you'll never ever be a victim of crime unless you live in a predominantly Black neighborhood, especially since White people don't commit crimes. That's a proven fact.[/sarcasm]
Last time I checked, Myrtle Beach has one of the highest crime rates in the state and it doesn't have a sizable Black population.

Does anybody know what is being done in the state legislature to improve this situation (if anything)?

I can believe it about SC-I just moved here and all along SC-6 there's nothing but crosses, flowers, wreaths, etc. where people have driven drunk and went off the road and crashed.
