What area receives the smallest ammount of snow?
Also where is it the warmest?

All over this state, if it snows you are not going anywhere so amount really doesn't matter. They do not have snow plows here and few trucks to lay sand; yes I said sand but it's actually got a small amount of salt in it but it doesn't clear the roads as well as they would be up north.
Warmest should almost always be further south. Our lows the last few weeks have been in the 30's with an occasional 20's thrown in, mostly.
If and when it snows here, except for the foothills (of the BlueRidge Mtns), it'll be gone by lunchtime; seriously, by the next day. Again, except for the foothills, we may get this type snowfall (1") once every two or three years.

i can't wait to get down there. we got 5 or 6 inches last night alone.
I'll take 5 or 6 feet of snow (vs the 5" that's predicted) tonight before putting up with the harlequin romance hype that covers the urban misery that defines the Charleston, SC area.

Actually, we do have snow plows here in Columbia although it is very rare that they get used. There is nowhere in South Carolina that gets enough snow that it should be overwhelming to anyone, although the further northwest you go in the state, the more snow you will see, on average.
