Usually it's a three-pronged approach of salt and/or mag water to melt the ice, then putting down sand for traction.

Seems like I read an article on the State using more salt and less sand/gravel than it used to, due to the sand and gravel reducing the melting effects salt has on the ice. Off of the highways in Lead and Deadwood city limits they pretty much just use sand/gravel since the salt does little in the shade, and when/if it melts then it refreezes further down the road at night it leaves steep skating rinks so traction sand makes more sense in town, plus the blades in town make fewer passes than hwy dept so there is a thicker pack to melt.

What we learned is a clean car is a rust free car. During the winter we would get our car washed weekly even though it would get dirty again in the same day to rinse the residue off the undercarriage.

they use salt on state highways and the interstate, but not so much in the towns or any of the county roads. They will use sand instead near intersections and the like.
