Yes, you will have coverage, but you probably won't have any roaming charges depending on your plan, but can't get a local cell number with AT&T.
But go ahead and use your old phone there until you get settled, then decide if you'd like to switch. AT&T won't bother you for 3 or 4 months, but may ding you for excessive roaming...not by charging you, they'll just drop you. Check for info on new carriers at South Dakota Cellular Reviews. I agree Alltel and Verizon are your best choices and both offer local service if you return to AZ.
A person would be able to maintain AT&T in Rapid if they are on a nationwide plan, but it would be an inconvenience if one needs to to have their phone serviced (Colorado being the nearest place to go for an AT&T wireless outlet). I know of a couple who had Verizon when they lived in the Sioux Falls area and moved to south-central Nebraska, where there are no Verizon stores and is in Alltel country. They are still using Verizon and will have to go to Lincoln or Omaha if they need to visit a Verizon store. It can be done, but there may inconveniences involved.
I'm not quite sure what type of update you are looking for. It is pretty well done within the city from my cousin's experience, but I doubt anything will be changing anytime soon. The network that is there will remain, and most likely, not be expanded for some time, if ever.
a42887, i asked at&t about getting a local number there and they said that they plan to expand soon and offer that but they dont know when exactly.
