Badland wonder is on a distinguished road
Belle Fourche might meet your needs. Close to Rapid City and Spearfish and the hills, but is not expensive, has good schools and friendly town folks.

I would have to agree that there are multiple small towns in south dakota that all have a great sense of community. You will have no problem finding one.
