I was researching a town (Canton)that i heard was quite nice and read that they have a city wide mosquito spraying nearly every evening (in summer). Is this a common practice in small town SD? I would prefer not to get sprayed with chemicals if at all possible.

I couldn't tell you about Canton, but we do have spraying in Mitchell. Our state has had very high numbers of West Nile Virus so I'm always thankful when they spray. Here it's only a few times a season and I'd be surprised if Canton sprays that often. Is your source reliable?
I'll take the risk from the spray...considering going outside during the "mosquito hours" usually meant getting covered with a hair coat of the d*** things and nearly getting lifted off into the air by their combined effort. It's been a BAD couple summers for mosquitos....
Mosquito spraying is a common practice is a lot of towns and cities in SD.
However, Canton wouldn't spray for mosquitoes every night. Maybe a few times during the summer... For small towns, when they spray, it's usually mentioned in a local news paper or some sort of media.
And like others said, It's a good thing! West Nile Virus is something you don't want to come in contact with!
