Hello. I am moving to SD in the spring and wonder if anybody can tell me if I will be able to register my out-of-state vehicle and get SD tags to drive without doing any title transfer? Reason: My sister-in-law is the lien holder on the title and doesn't want me to leave the state I am living in, even though I am the registered owner and pay the insurance. Any info will help, and I don't want to make the move out there and find out I can't do it. Thanks.

Hmm... That's pretty iffy and I really couldn't tell you. Usually if you are paying the insurance and you are the registered owner the state considers it your vehicle and you can do as you wish. I can tell you though, licensing a vehicle in South Dakota is cheap... DIRT CHEAP compared to other states. You're looking at a total of about $45 for license plates and registration.
just wanted to add:
sales tax cheap too! We bought a car in Ne right as we were moving, and registered it here. So we paid 3% sales tax instead of 8% sales tax. (I think it's up to 4% now, we got lucky.)
They are working on raising our license plate fees and several other things car related~driver's licenses, etc. We'll still be lower then most states though.
For a situation like yours~I agree with Debey. It's probably best to just call the treasurer's office for your future county.

Any other info you have might be helpful.. For example: I am an old-young Sr. citizen. Is one able to find part time work there or is it bad like Oregon? The unemployment rate in the NW is bad and getting worse. Also, I am "chicken" to drive in the ice, do they allowed studded tires in SD? And if not, how is the city bus transportation there?

Part-time work is very easy to find here. Try Lowe's, Target, Herberger's, etc. Studded tires are allowed between October 1st and May 1st.
Yes, our unemployment rate is the lowest in the nation and hopefully we can keep it down there. It was hovering around 3%, but my guess is the new numbers will show that it's gone up a bit here, too.
But like Danny said~part time work is always easy to find around here.
