Sometimes during a drought or a very dry year there are water restrictions. Either no watering from 9am to 6pm or odd number houses water on odd days and even number houses water on even days. Nothing more major than that though.

to things:
recreation. How do people live w/o water body around for many miles?
Supply of drinking water for the house. Nothing major, no huges hundereds of acres of gardens, just what is the local situation with water. For how many years the water supply on a plentiful side. It seems like very dry place with lack of water.

The Black Hills has four major reservoirs: Sheridan, Pactola, Belle Fourche, and Angostora. Angostora is the largest and it is used for irrigation. Pactola and the Madison Formation (aquifer) is used for drinking water in Rapid City and the surrounding towns. All the lakes are popular recreation spots. I can't imagine a summer without going to the lake.
We're pretty high and dry compared to places out east but we're by no means a desert. We've just come out of a decade long drought too and it's very lush this summer.

The average rainfall for the hills is 16" a year.
Water supply is really not an issue. However it would be without management of what we have, it would be. Hence the watering restrictions. It is more proactive than reactive.

Nope. The water is quite safe to drink.
I can dig up water quality reports. But ground water is safe to drink. The recharge zone for the Madison Aquifer is far away from any sort of mining activity.
