There is certainly a lot of people who think so. It has also been suggested that we use Phobos at the other end, as a staging area. It would be much less expensive to launch from either our moon or from Phobos. It would also change the design of spacecraft, they would no longer have to be "rocket-shaped" in order to get away from Earth.

Then there are others who prefer the direct approach. They argue that by the time we spent all the money on a lunar base, we could have already gone to Mars and back for the same cost.

I am not sure which approach is better, or cheaper.

In the USSR there was developed the program of the flight to Mars, and it was to be held in the 74 year. Was created missile which is capable to send a crew to Mars (it still stands without the case) Were developed by the necessary mechanisms and trained crews which have been fully for this training. But Korolev died and the program closed. Today, many developments have been handed down in NASA who were very surprised that it existed at the time. And not have to create everything from scratch
