Not cars or planes but devices built into them for that purpose. Perhaps when we understand what dark energy is and how it works. If you shoot a rocket at a high enough speed, it will escape earth's gravity. So in a way, that's anti-gravity right there. But you are probably thinking of something like a magic carpet.

The military industrial complex already has these devices. They just want to hold onto the technology.
