The Pentagon has not stated any such things. There have been claims by individuals - not the Pentagon - that such things have happened. So let's see these alloys. Well? Nothing. Just assertions.

What is there to explain? Nothing. It's like 'explaining' all the UFO abductions (polls have showed that 1-2% of Americans reported being 'kidnapped' by aliens, which means that millions of Americans have supposedly been taken on space joyrides by aliens). And? What's to explain? That people are making claims about such things but produce absolutely no evidence? So it is with all the supposed evidence the government has for aliens.

Now, why are you claiming that the Pentagon 'clearly stated' as much? Because they didn't. Since the report you reference includes classified programs, the Pentagon's response has been No Comment. That's SOP when it fields questions involving classified programs. So, either you're falsely portraying what the Pentagon has stated, or you're so misinformed and confused about this topic that you think they have said as much. I'll give you the benefit of the you doubt and assume that latter, but that hardly speaks well of your stance, now does it?

Also keep in mind, this is likely the tip of the iceberg and more they are not divulging, they went to great lengths to keep the whole thing secret for many years, why would they do that if there was nothing to it?

Theres also the Brookings report from the 1960s, they concluded the general public was not ready to learn about this. They must have had good reason to base that decision on.
It really is inexplicable, isn't it? A defense agency practicing secrecy? Must be aliens! Or, it could be that in certain fields - defense, national security, etc. - governments are pathologically secretive. What to do?

Oh, I have an idea.

Show us some evidence!

Or not.

But stop with the false assertions (claiming the Pentagon stated something that they most certainly did not) and the illogical ("The Pentagon is being secretive and investigating whether or not there is evidence for aliens, therefore there are aliens and the government knows it!").

Seriously. That sort of nonsense would get you an 'F' in a middle school debate class.

Another possibility might of course be that the alien life forms are completely different from us. They might not be humanoid at all, they might be silicone, not carbon based, they might breathe methane and eat metal etc. Their method of communication could be completely undetectable to us. What if they communicate telepathically?

But on another note, if I were aliens and had an ability to look at life on Earth I would frankly stay the hell away. As far as I can see, our accomplishments as species have been limited and failures and shortcomings are much more evident. If you look at Earth overall, you see people busy killing each other and destroying the planet. Huge percentage of people are dying from treatable diseases, starving with no access to clean water, etc... And of course, in the twentieth century 40-60 million people were killed in various wars...

Our technology is pretty primitive as well. Our main means of propulsion involves extracting carbohydrates from Earth and then essentially setting them on fire to move, thereby poisoning our environment with exhaust gases. I am sure this would probably seem barbaric to any alien civilization that can actually look at what is happening here. Our modern medicine can treat a lot of diseases like cancer but has an unfortunate effect of poisoning the person. And even those drugs have been only available for 70 - 80 years only. Before penicillin, a person could easily die from bronchitis... Any kind of usable silicone chip has been available for less than thirty years. The list goes on and on...

If I were aliens, I would give us another few centuries...

So, those implants might really be aliens.

I've never heard of a silicone chip.

Here is an article that talks a little bit about those alloys...
https://www.vox.com/2017/12/16/16785...ense-blink-182

"Bigelow Aerospace modified Las Vegas buildings for metal alloys and other materials gathered from “unidentified aerial phenomena” to be stored."

"In 2009 in a letter to a deputy defense secretary, Reid said “much progress” had been made “with the identification of several highly sensitive, unconventional aerospace-related findings.” And a 2009 Pentagon briefing of the program asserted that “what was considered science fiction is now science fact.”
