There’s a long backstory which I’ve already posted in renting forum. My neighbors downstairs have two kids. Four years and six years old . Neither have a bedtime and are up until at least 3-4 am every single morning. The 6 year old I don’t believe is enrolled in school. She’s outside playing with her younger brother week day mornings while most children in this complex are inside virtual learning. I don’t believe she’s home schooled. The parents don’t speak English. I only know their ages because they are unsupervised outside every day from morning to as late as 9:30 pm yes the 4 year old is out in the courtyard by himself at this time and they speak and interact with people ( strangers probably) passing by and we can hear them talking and yelling, screaming etc.

My question is , he’s 4. Shouldn’t he be sleeping through the night by now ? He’s up every single morning until at least 3-4 am with his sister who at some point falls asleep as I don’t hear her , but him, he’s up chanting the same two words over and over “ momma, poppa”. He alternates between the two and sometimes chants , yells , screams and screeches all day . I’ve never heard him actually speak a complete sentence. Could this be some sort of autism? He does these ear splitting shrieks all day long and we hear everything in our apartment. Is this normal for a 4 year old? There’s definitely no afternoon napping. All through the night underneath our bedroom windows is him saying these two words over and over over and his voice echoes in the courtyard as most mornings he’s the only still up . Is there testing done at this age for autism? We’ve lived in a lot of apartments with children around and have never had a toddler neighbor exhibit these behaviors

contact child welfare.
Children unsupervised even in a contained space is a bit of a concern.

They will not tell the adults who reported so your information is safe.

If your heart is in the right place the system will work to help guide the parents to be better skills with their children.

None here can detect, determine, or diagnose a child. That can be done thru a medical profession.

Great points.

Children with various special needs can be diagnosed and served/taught for free through the public school system at age three (I believe in all states). Most states also offer many programs, often for free, for even younger children.

Whether or not the four year old has special needs, you would be doing a kindness to the parent to help them get appropriate school services for both of their children. Plus helping to keep the children safe from danger.
