They shouldn't for ADHD. That doesn't even get an IEP, it gets 504 accommodations. Certainly should not be in a special classroom. Maybe he had other dxes as well? Note that the OP was from 2008, so hopefully this was resolved already.

Not always, we finally demanded an IEP and got it since with an IEP comes several layers of enforcement not available with a 504.
