new to spokane, i boiled water today and a film appeared on top of the water...what is that?

Maybe something in the pan you used? Have never seen that before. What is the source of the water?

brand new high end aluminum pan. i washed it well so not sure its the pan. i called city water and they said its just how it is when you boil "hard water". once the water cools, i can take my finger and run it along side of pan and white chalky stuff that looks like i ran it across a backboard gets on my finger.

I don't know about any "film" on top of the water, but the vast majority of water sources in the PNW have fairly hard water - which results in white mineral precipitate settling out on glasses, on you car after you wash it, etc. It's normal and may not be good for your appliances, but there is no health risk.
