I don't understand why 8th and Pines doesn't have a stoplight, there is a lot of traffic on Pines Road and 8th Avenue seems to have a decent amount of traffic as well.

It might be an issue you can bring up to the right government branch, whether it be city or county. I am sure you can apply for them to do a study or for them to go look themselves. You would probably need to send an email to the Spokane Valley traffic department.

By the way, I agree, there needs to probably be several lights on roads through that area. But Spokane Valley is still growing, and trying to meet the needs of their "newly" formed city. It is a young city, that when formed, became one of the most populated in the state. The county obviously didn't keep up with all the infrastructure needs when it was in their hands, pre 2003.
