Spokane? Very nice and getting better, with seven months of sun and five months of skiing every year. Olympia is lovely as well, however. It depends on your job opportunities and point of view. Spokane is conservative and backward in some respects, although you'd never know it living in neighborhoods like South Hill, Five Mile or Liberty Lake. And it's hard to beat $150,000 homes in great school districts, which you definitely won't find in many spots on the West Side.
Having lived in both Spokane and Seattle, as well as in a couple of the places you named, I'd say Spokane's advantages are its schools, its cheap housing, its climate, its proximity to outdoor recreation and its friendly people. Its disadvantages are its low pay, its sometimes blind religiosity, its distance from other cities, its long winters and its clubby conservatism. However, the clubby conservatism is getting diluted by lots of people are moving in, and pay is improving due to the strong shift in the local economy toward health care, universities, business services and technology. Meth and crime? No worse here than in many places in Western Washington.
