I'm sure you've looked at several other threads (though it can be a lot to take in) to get some initial answer to your questions. Can you be a little more specific in terms of what you're looking for? What qualities are you looking for in a city? Neighborhood? What level of schools are you looking at (elementary, jr. high, etc.)? What price range are you looking at in terms of homes? What factors have you considering the move? It appears that you want a drier climate with greater variation in temperature (4 seasons)? If so, then Spokane does have a drier climate and does have 4 seasons. Also, you will likely find the cost of living lower in Spokane although I am not as familiar with the housing market around Puyallup.
The more specific you are the better answers you will get. Judging by past threads, very open questions like "is Spokane a good place to live" tends to touch off a long and not overly focused discussion.
