In the US, I'd probably say a city like Seattle may be the best bet. They are very vocal in their support of the football and soccer teams.

Here is my attempt to quantify this issue (and I will not exclude baseball).

There are many cities that a few sports teams, and support for those teams can be impressive. However, only a select number of cities actually are home to pro teams in all of the big five American sports (Football, Basketball, Baseball, Hockey, and Soccer). They are:

Boston (Patriots, Celtics, Red Sox, Bruins, Revolution)
Chicago (Bears, Bulls, White Sox, Cubs, Blackhawks, Fire)
Dallas (Cowboys, Mavericks, Rangers, Stars, FC Dallas)
Denver (Broncos, Nuggets, Rockies, Avalanche, Rapids)
New York (Giants, Jets, Knicks, Nets, Yankees, Mets, Islanders, Rangers, Devils Red Bulls, NYC FC - joining in 2015)
Philadelphia (Eagles, 76ers, Phillies, Flyers, Union)
Washington (Redskins, Wizards, Nationals, Capitals, DC United)

Of these, one could say that New York with at least 2 teams in every league is the best, but it is also the largest metro area by far with 19 million (or 1.9 million people per team).

On the other end of the spectrum, Denver, with only 2.6 million in the metro area, has a mere 520,000 people per team.

Some of these cities host other regular pro sporting events like Auto Racing (Chicago, Dallas), NHRA (Chicago, Dallas, Denver), world class running events (Boston, Chicago, Denver, NYC), rodeos (Dallas, Denver), and other sports. Additionally, three of the cities (Chicago, NYC, and Washington) have WNBA franchises.

I guess if I had to pick one, it might be Chicago for the diversity of pro sports and number of teams. Denver and Dallas are right behind.

I'd have to say that Melbourne, Australia is the best city for sport.

In the USA, I'd have to say New Orleans, after Katrina it's kind of hard to beat the support for the Saints and Pelicans (and even the VooDoo).

Not even close.
I live in Seattle and people here didn't even pay attention to football 2 years ago. They are complete bandwagoners.
I'll give them credit for soccer, but that is not considered to be one of the 4 major professional sports in America.
Hockey? No professional team, no high school teams. Only 10 NHL players (in the league's ~90 year history) have EVER come out of Washington state.
Baseball? Please, Mariners' attendance is always near the bottom of the league.

This is not a sports town at all. If it was they wouldn't have lost their historical basketball team.
