Wait, new legal system? Constitution? Asking something is a crime? What in the great wide-open Hell has any of that got to do with enforcing the rules of the Olympic games?

If in fact they are cheating, the IOC should strip away the medals. PERIOD.

There is an IOC. That is their job.
