They are both good areas if you want to be out in the country. Elkland is more remote than Highlandville, because Highlandville is just off of the 65 corridor.
Highlandville has experienced some real growth lately because of its proximity to Ozark, and Ozark's growth explosion. Folks that want acreage near Ozark are going to Highlandville, becaue it costs so much less.
Elkland is a little more remote (maybe 20 minutes from gas and a restaurant) but it is very scenic, very quiet, and you can get some of the best deals on land in the area.
