You are now a Missouri resident and an Ozarker. You pay taxes here and consume services. You have an obligation to volunteer and become a part of the community. That means offering your ideas on community projects.
Be assured, your ideas are needed and will be welcomed by most. Local people here, isolated as they have been for so many years, are eager for perspectives from outside the Ozarks. They are eager to experience the good life of cultural diversity that you experienced in California, so who better to bring it to the Ozarks than you and people like you, Phil?
The smaller the town, the more you are needed and wanted, so start studying the local issues and begin attending town council meetings so you can speak up and offer your opinions. Find the local cafe where the coffee drinkers gather regularly and sit down with them and tell them how problems were solved in California. Write letters to the editor. People are eager to hear from you.
Don't sit back. Don't hide. Don't maintain a low profile. Don't refrain from grasping the reins of community life. Jump right into your new community and let them know you have arrived.
