So if it were me, I'd look at: Downtown, Central West End and the Loop. I love Soulard and Tower Grove South as well, but those will likely push you over that 30-minute limit. Then again you could get a large, gorgeous apartment in Tower Grove for your $1,000 budget, so that might change your thinking somewhat.
Thanks for your reply! Problem is, I'm being recruited for a school that isn't built yet. It is going to be opening in June. I seem to have misplaced the address but I know it is on 5th street. I can't find where I wrote down the zipcode but the last time I google mapped it, it said it was in St Charles as opposed to St Louis.

^Being so close off of the highway is the best news for your commute you could have. Any central city neighborhood you'd want will be a fine commute -- right there at 1/2 hour.

I'd go with the usual suspects: CWE, Downtown, Soulard, Tower Grove South, University City, Clayton, Maplewood. Luckily St. Louis has no shortage of urban, walkable neighborhoods
