Default Traffic ticket businesses

I just moved to STL this year and noticed all of the traffic ticket businesses. How does it work and why is it legal?

Get a ticket, go to court and/or contact a service/law firm, make deal that if take a class/course, and pass, you get reduction/removal of charges/points...

At the end of the day, you gain knowledge [hopefully], don't get points [or as many], and you hopefully save potential increase of insurance rates.

They're basically legal bribes -- you can do this in a lot of places, but apparently it's VERY popular in St. Louis. A co-worker here in Chicago had never heard of such a thing, but on my advice he used one here and it saved him considerable money in the long run.

Basically you pay the municipality where you got the ticket more money and they in turn knock it down to a non-moving violation of some sort.
