These issues can all be overcome or rendered irrelivant by a staff that gives a crap and doesn't suffer from burnout. Where is mentoring? What are the afterschool activities like? Any sports? What kind of participation? How many counselors in the building these days? Do art and music programs still exist? I was raised in the Big City but now live in small town Wisconsin. I was also a Navy wife for many years and travelled the nation. The questions I ask are easily answered in the school district I live in now. Parent participation is integral as well. I guess I'm confused about how these core values are lost. If the parents don't give a crap the school staff HAS to pick up the slack.

Absolutely, but remember this is an extremely uphill battle, particularly at the high school level.
