Rooftop gardens are possible, but it really depends on the roof. Many of the flat roofs in St. Louis aren't designed to hold more than the roof itself, so a lot of times there is some extra stabilization done to the roof, rafters, and parapet walls before a deck is added. A normal St. Louis flat roof consists of tar, or a membrane, both of which aren't meant to be walked on. Because of that, a separate deck is usually added over the roof.
Roof gardens/decks are more common on houses that have a half story on the third floor, or a second floor addition. That way the owner can walk out of the third story onto a shaded roof deck over the second level. It is much less common to have a roof deck where you walk up from the second floor. For most of the summer, the heat and humidity on a roof deck that isn't shaded would be absolutely unbearable.
I know in some places they have converted flat roofs to actual gardens, with soil and plants. I haven't seen that done here, but it might be fun project. I don't have a flat roof, so it won't be my project, though!
