Default I need info about living with non family members when renting. Please help me!

I moved in with my boyfriend and his family a couple of weeks ago. Right now, my boyfriend, his parents, his two brothers, and I live here. My boyfriend and one of his brothers will be leaving for college in three weeks. His other brother is also leaving for school at the beginning of August. That will mean, his parents and I will be the only ones living here.

One of the neighbors is somehow involved with the city and called the cops on us because I'm not allowed to be living here apparently. The cops called the landlord, the landlord called my boyfriend's parents.

They said that the only way for me to be able to legally live here is if they get a new occupancy permit which means, they would have to get the house inspected which costs money we don't have. They were also told that for me to be put on the occupancy permit, I would have to be family. If they catch me living here, they could all get kicked out of the house.

Can someone explain to me how this whole system works. Because I know a lot of people that live in the same house and are not family members. I'm just confused as to why everyone else can do it but when I move in with non family, I get in trouble for it.
