I can say from experience, It's a great city right now for couples 30-45 with families. Yes, the school district is beyond ailing, but there are some new exciting Charter Schools that are opening up and keeping us (with kids) in the city.
As was said by PP, there is so much to do for free with kids! And many city neighborhoods are great for walking. We only have one vehicle and I stay home. We can walk to three parks, the Botanical Gardens, a cupcake shop, and ice cream parlor, and the kids' school. And we are an easy bike ride to Forest Park and the zoo (ranked #1 by Parent's Mag and Zagat's) etc.
I don't know much about the "night life." Dh likes to hit a neighborhood pub to watch soccer and football. We go to date night and some great little restaurants. St. Louis has some of the best dining and diversity of cuisine you can find in many midwestern cities.

Great cost of living + Wide variety of free stuff, great restaurants, places to go out.
St Louis has a lot more going on than most people think.
