Totally in agreement. MY dad worked for the City School District for 35 years and I've heard so many stories about the made-up jobs... transferring incompetent people form one job to another to protect them... and I know it's just as bad at City Hall. I can't speak to the issue in the private sector but i do know that years ago the local New York Telephone office had an application screening process that included sorting the paper app forms so that the ones with the special code (which indicated that the form had been given to someone by a current employee who was authorized to hand it out) were at the top of the stack (NYT was actually taken to court over this practice and lost the case.) Ditto for Niagara Mohawk. back when $25K annually was really good money for a high school grad all such jobs at Niagara Mohawk went to people who were connected. The playing field was anything but level.
My mom actually declined the first job offer she had after graduating from SU. It was a city government job and when she applied they first told her nothing would be available soon - if ever. Then the hiring manager figured out who her dad was (he was not wealthy but was very well connected politically) and said "Oh... why didn't you tell me that you're Frank's daughter - of course we have a job for you!" To her credit - she was offended and looked for work elsewhere.
