Harrison and Townsend were empty during this census.

That'd be what was said. They were NOT empty in the 2000 census - and they're not insubstantial buildings.

Exactly. Those two buildings were likely still at 60% occupancy or higher in 2000. With the limited number of residential units in downtown proper - even with the new apartments that have been added in recent years - those numbers make sense.

Census: States with population boom in 2010 now face drop in growth

Many states that posted big population gains in the 2010 census are now seeing their decade-long growth fizzle, hurt by a prolonged economic slump that is stretching into larger portions of the South and West. Whether this will continue when the economy recovers remains to be seen. In any event, many people are leaving Florida and population growth has slowed. We have also noticed that the competiveness gap for business is closing with other states, esp. education, cost of living.

Considering the transition of the CNY economy and recent modest population growth, CNY should be in a good position to take advantage of this trend.
