Oneida Lake does freeze over in the winter. Usually starting around Christmas and lasting until about late March or early April.
Out of all the major suburbs of Syracuse (suburbs over 20,000) Cicero receives the most snowfall.

we get alot of ice fishermen/women on Oneida Lake, especially in Big Bay

How many new developments have those little ponds? I imagine they would be a breeding ground for mosquitoes, and what about that Swamp/Marsh thing?

To be honest, I haven't noticed many retention ponds in Cicero developments.

The Cicero Swamp is one of the features of Cicero I dislike.
Not only does the swamp take up nearly 30% of Cicero's land near Oneida Lake, but it is a tremendous breeding ground for mosquitoes.

Strange, but three northern suburban towns have a large protected Swamp/Marsh in the middle of town.
-Cicero has the Cicero Swamp
-Clay has the Clay Marsh
-Lysander has Three Rivers State Wildlife area
All breeding grounds for mosquitoes
