Auburn had this issue in its Downtown a few years ago. So, perhaps they could offer some suggestions.

Try the state DEC. Feeding the crowds might not help, but not feeding the crows isn't going to make a difference. Several neighborhoods in Syracuse are infested. There aren't any natural predators, so the sky is black with crows every day around nightfall. It's disgusting.

I used to live in Auburn and I have noticed the increased crow activity around Syracuse. The way Auburn dealt with it was having the DEC come and they continuously fired mini fireworks into the trees and eventually drove them to the surrounding towns.
