I don't think that's the issue... there are a lot of people that take 481N to get to B'ville, etc. because they want to avoid 690 and all the construction. IMHO, I believe that 690 is nearly as bad as NYC in regards to traffic jams and construction closures go. Having said that, I think a bypass that goes from 481 to 690 would improve traffic volumes greatly... have an on/off ramp north of the Mall, another north of the Wegman's/WalMart/Target (West) side of 481, and then a few more until it hits 690. Something like the 690 to Rte 5 ramp setup would do wonders. (There's also some congestion in Cicero at the 31/81 intersections, so they could even extend it all the way there?)
I do have a personal stake in this, I live just off of Morgan Rd. (closer to 31), and would not welcome the influx of traffic from a new 481 ramp there... it's too residential an area IMO to let traffic flow there.

So are you saying someone should build a highway connecting 690 and 481? Interesting idea. Never even crossed my mind.
Don't worry, most of my suggestions are just that...suggestions. There just isn't anyone in power that is willing to push for major changes in Onondaga County's infrastructure. Most would are against new development and new roadways. Everyone seems quite happy with the status quo in this region.

Best places to live 2008 - Clay, NY - from MONEY Magazine
Clay was the only town or city in Upstate NY to make it on the list.

A Money "Best Of" ranking seems to be the kiss of death. Since they ranked Fairmount the 27th Best Place to Raise Your Kids, there was an armed robbery at the Burger King, a rogue black bear on the loose, and someone with a pellet gun robbed the collection plate at the church! Watch out, Clay, you're next!

Crime occurs everywhere. So, that is just something you can't completely avoid. Both places are still nice places to live and raise your family.

Just average. Compared to the city schools, the North Syracuse school district is great. On the other hand, compared to the Fayetteville-Manlius school district...North Syracuse schools are mediocre.
North Syr schools are much like the Greece school district outside of Rochester, NY. Large, without the prestige of the smaller school districts in the more wealthy eastern suburbs.
The school district is probably the single factor holding the Cicero, Salina, and Clay area back from more growth and development. On the flipside, the home prices are much lower than in Manlius largely due to the reputation of the NS school district.
