Does Clay get more or less snow than Syracuse? What suburbs tend to get the most snow?

I would say north of the Thruway gets more snow. It at least seems to be the case.

The populated part of Clay.... the southern half... is very close to the Airport where the official snow totals for Syracuse are taken. So I'd say that the southern most part of Clay receives as much snow as the airport (Syracuse), the middle part receives slightly more snow...maybe 5 inches and the rural northern part of Clay near the Oswego County border may receive up to 15 inches more snow than the airport. So it really depends on which part of Clay you reside.
I have relatives who live in Galeville...which is located in the Town of Salina, just south of Clay. When I visit during the winter, they typically have much smaller snow piles and snow cover than my neighborhood in southeastern Clay. Sometimes in the spring you'll drive just south of the Thruway in Salina and all the snow has melted, but in the Town of Clay there is still snow on the ground.

Well, my wife and I just purchased our first home in the Town of Clay, just south of Rte. 31 off of Morgan. Just in time for the Clay Police to get absorbed into the Sheriff's Dept, thankfully lowering our taxes too!
Absolutely love where we live!

I actually believe that the village of Liverpool gets the hardest hit. Just east of Onondaga Lake gets all the snowfall IMHO.
