The only chain mexican place in Syracuse is Moe's Southwest Grill, which really isn't a true "restaurant". There are local mexican food restaurants. Like Juanita's Mexican Kitchen located in the city (northside), Alto Cinco
http://www.alto-cinco.com/ located on the eastside in the city, Jalapenos Mexican Food located north of Carrier Circle. There are others too like LA Bamba Nueva Mexican, La Casa Del TE, but I never hear anything good about them. I've never been to these restaurants before, so you might want to check out Syracuse.com and go to the dining forum and ask there for better advice.
If you are just interested in an area that has a cluster of chain restaurants, then I'd recommend Route 31 in Clay/Liverpool. They have chains like Red Lobster, Pizzeria Uno, Smokey Bones BBQ, Panera Bread, Olive Garden, Ruby Tuesday and Chili's. For other chains, you'd have to go to Erie Blvd in DeWitt. They have many of others that haven't made it to the northern suburbs yet.
