I think it could be used as a school again that has a law and teaching/education focus, but also has a community service and skill trade requirement as well in order to graduate. I thought of this in honor of these people that have a connection to the city, in which the school would be named after: Vashon, George B. (1824-1878) | The Black Past: Remembered and Reclaimed
The Freedom Trail in Syracuse and Onondaga County, NY (2nd Black lawyer in the US, click on 2002 Onondaga Co. UGRR report to view where his office was located: https://www.google.com/maps/@43.0505...7i13312!8i6656 )

I think this would allow for a connection with the local relevant institutions(colleges/universities) and organizations, as well as people in relevant positions to play a part in the educational process of the school as well in terms of mentorship and development.
Looks like something else is planned for the bolded location. https://www.syracuse.com/business-ne..._syracuse.html

In turn, this could help develop the South Salina Street corridor, which is the same street that this building is on: Sears Building

Businesses on the street in between: https://www.google.com/maps/@43.0198...6!9m2!1b1!2i38

Also, in this corridor, a potential use for this building: https://www.google.com/maps/@43.0255...7i13312!8i6656

Could be a mixed cultural center/museum similar to this: http://web1.bccnsweb.com/

Which could also house this organization: The Paul Robeson Performing Arts Company

Then, a couple of blocks south, the building on the right could be used for housing for mixed use for families, artists associated with the organization/facility above and for those looking to hone their craft as entrepreneurs at this facility across the street: South Side Innovation Center

https://www.google.com/maps/@43.0227...7i13312!8i6656

Other nearby properties could also be put on the rolls by using said folks as well. There also is potential for more infill on the street as well.
An example of this that is occurring: https://www.urbancny.com/groundbreak...uth-salina-st/

The rough location of the development: https://www.google.com/maps/@43.0365...7i13312!8i6656

An example of a development on the city's South Side that can help transform the South Salina Street business corridor(which has about 3 business pockets) and its location: https://www.google.com/maps/@43.0227...2!9m2!1b1!2i37

A couple of places that come to mind in terms of good potential in relation to the topic is Downtown Pulaski in northern Oswego County and perhaps the Milton Ave. Business District in eastern Solvay into the West End of Syracuse.

In terms of Pulaski, it attracts quite a few fisherman and its proximity to Sandy Pond/Sandy Island Beach State Park, etc. could make it appealing for potential developers. Companies such as the Fulton Companies, Healthway and Felix Schoeller North America are in or are very close to the village in between Watertown and Syracuse. It has a Downtown with good bones, but could use more investment. https://goo.gl/maps/G3kigfbmxth6uxuf8

As for Milton Ave in eastern Solvay into the West End, it kind of serves as its Downtown, though on the west side of the village there is another business district/concentration. There are buildings that could be turned into apartments with new businesses below. I believe that Solvay Bank has its HQ’s in that area and places like Eva’s European Sweets and Singers are popular businesses in that area. Across the street are companies such as Berry Plastics and Nixon Gear in the immediate area. There are also a few bars, some other small businesses and a bowling alley. It is a pretty gritty urban area, but is still relatively stable or could increasing become more so than it currently is. There is some opportunity for infill as well. https://goo.gl/maps/MGiRZUsZW9FSbqdL6

Also, Solvay has very low electricity rates due to having its own municipal electric company. https://villageofsolvay.com/departme...artment/about/
