Local taxpayers are not directly "on the hook" if the project fails but if it does there could possibly be a cascading series of events that will eventually have a negative effect on local economic growth. Eventually that translates into higher taxes.

If the construction bonds are not repaid and go into default then those who purchased them will have to pursue legal action with the expansion itself as the tangible asset of Destiny. I could be mistaken but will guess that careful legal structuring of the partnerships and project will insulate CCM and other Pyramid properties from being at risk.

If bondholders lose money and spend years in court (I really pray this does not happen) then it gives a black eye to this area in terms of how attractive it is to potential investment for large scale projects - which are very often financed by bond offerings.

I had to stay in a hotel right next to that place for a few weeks. I would hope syracuse did not do something like that. I found that place to be tacky and souless. There are a couple of streets surrounded by large parking lots. It was like they were trying to re-create a village atmosphere, but failed miserably. but then again, I have much different tastes than others.
