Actually, Saratoga County and Tompkins County have been the two that have seen growth Upstate. So, that means that Saratoga springs and Ithaca have actually been progressing versus declining.

30K state employees provide an unmatched economic base.Lot of tech development centered
around RPI which is best tech school in state,top 10 in US I should imagine.U at Albany 10K
plus-Govt. Nuke labs in Schenectady,4-5 other colleges.Normal other buisness
Albany Symphony is outstanding, more culture than one would imagine.Rents not too high,little
crime for an area this size,what there is concentrated in few areas,close to ultra-fab Lake George.
Real feeling of "place" unlike much of US where there is no "there" there.

Growth from a smaller base always look higher though.
