Generally speaking, I'd say yes. Some winters are different of course.

A recent report on the local news stated that plow companies in the area (hired by homeowners) plow on average 25 times during the season (November - March) (Any snow that falls in other months of the year usually melts the same day).

The Syracuse airport averages 111 inches of snow each year. Of that, you can expect a couple large snowstorms of 7 to 15 inches. (Once every three or four years, a larger amount.)

Which means the Syracuse area has about 23 snowfalls ranging from 1 to 6 inches each year.

Most years the deepest snowpact is two feet, but it usually doesn't last more than a few days since the snow compacts pretty quickly. One foot is much more common throughout the heart of winter, namely January and February.
