Downtown:
Dinosaur BBQ is the best known in town, its definitely worth the trip. Empire Brewing downstairs under PJ Dorseys makes a great burger and has their own beers.
BC has a well known chef and I really enjoy the food there, its the most sophisticated food I've had in Syracuse.
The Mission is a mexican restaurant in an old church downtown, the food is ok and the atmosphere is great, but its overpriced.
Theres a vietnamese place called Mai Lan on the near northside, the location sucks but its my favorite food in town and its cheap.
Suburbs:
Scotch & Sirloin is a really good grill on Erie Blvd.
Carraba's in Fayettville has a loyal following.
China Road in mattydale has a crap location but is a real chinese restaurant run by a Sechuan chef, no chinese take out there.
I'm sure many will add to this list.

Armory Square: Pastabilities (mostly Italian) does some wonderful things and fairly inexpensively and makes some great bread.
Downtown: L'Adour (French) on Washington Street is supposed to be quite good.
Eastwood: Steak and Sundae - greek/italian/american food - very good, huge portions, and cheap (the most expensive thing on the menu's under $20 - and it's enough for two meals for most people ). Likewise, Dominicks (Italian) is pretty good, and similar price-wise. Both're always crowded.
There's a quite good Puerto Rican/misc. Central American place (in a sorta crappy locale, but the food is really good!), at 102 Grand Ave just off of Geddes on the west side.

The Brae Loch in Caz is $$$$ but the food is phenomenal. Carrabba's in Fayetteville is our favorite date-night place - on the pricey side but great food, every time. And $10.99 for an enormous platter of mussells in butter/garlic/white wine sauce... need I say more? Velasko Deli on Onondaga Hill is a must, at some point. Varsity Pizza on the SU Hill, Pavone's in ANY location (downtown, Shoppingtown Mall, Manlius), and Sabatino's in the University/Westcott area for the best chicken wings on the planet - almost all drumsticks and enormous. Geddes Bakery in North Syracuse for cannolis and freshly made gelati in the summer time. Hoffman's in Mattydale for hot dogs, cheddar fries, and a properly sizzled Gianelli sausage with peppers and onions. (You'll hear about Heid's in Liverpool - don't waste your time. The Heids haven't run that place for decades and it now sells frozen Hoffman hot dogs. Hoffman's sells their own, fresh sausages AND probably half of the Heid family works there. It will be done properly.) There's also a great sushi place in Fayetteville and I have no idea what it's called. LOL - my husband and his buddies will eat there before going out for their all you can eat sushi for $19.99 deal. They FILL UP and go golfing or downtown to meet up with co-workers and friends. Either that or you can get 3 different kinds of huge, cut up rolls of sushi for $9.99. Good deal and even better quality. I hear that King David's in Fayetteville has a pretty good vege/vegan menu but I like to make my own... I have a hard time paying $10 for falafel and cuke sauce when I make it better at home and for half the price- for our whole family. My cousins (currently attending Pratt in NYC) LOVE it there though and say it rivals their favorite street vendor near school.
And on the way home from the Regional Market... or on the way to a casual party, don't forget to stop at Columbus Bakery on the north side. The best.bread.ever. (other than my own, of course. :P) It's just past the 81N on-ramp down the hill from St. Joe's.
edited to add: Zebb's Grill in Mattydale if you want a great, juicy burger however you like it and all the pasttime foods to go with it... malt shakes, chopped fries, and both classic and modern toppings on a buffet. My favorite is the Blackn'Bleu burger with Portobello mushrooms and avocado. YUM

My favorite places are Las Delicias Dominican food on Westcott St. (try the Cuban Sandwich and Presidente or San Miguel beer),
Alto Cinco on Westcott (Tex-Mex, try the Fried Catfish Burrito and a Dos Equis Amber),
Steak and Sundae (anything with lamb, or a milkshake),
The Varsity on S. Crouse and Marshall St. (spinach feta or tomato feta pizza and an order of wings).
Finally, make it a point to go to Eva's European Sweets on Milton Ave., edge of Syracuse and Solvay, mix and match their pierogi, home made and amazing! The selection of beer from all over Eastern Europe is great as well.

Maybe Sweet Chunky's BBQ in either Shop City, by Marshall Street in the University Hill area or the new location in Fairmount.
For Italian:you have Angotti's and Dominick's on Burnet Avenue, Delmonico's Steak House on Erie Boulevard, Antonio's and Aunt Josie's on North Salina Street in the Little Italy section of the Northside and too many others to count.
For a Sports themed atmosphere:Tully's with 4 locations in the area: Tully's Good Times
For Steakhouses:Justin's Grill just off of Carrier Circle in East Syracuse: Justin's Grill in Syracuse, NY | Classic American Steakhouse | Wedding Receptions Parties & Banquets
Delmonico's: Delmonico's Italian Steak House - Albany, Utica, Syracuse, Rochester
Colorado Mine Company in Liverpool: Colorado Mine Company
Ichiban in Liverpool: Ichiban Japanese Steakhouse / Restaurant -- Syracuse, NY
Here's another place to possibly check out too: http://www.quakersteakandlube.com/

Before anyone tries to go there, the University Hill location hasn't opened yet. In spite of their advertising it (an ad's gone out with coupons for it already since expired) - the storefront they're going into still shows construction and Now Hiring signs.

We tried the Saucy Swan, which took over What's your Beefs' location by the swan pond in Manlius. We were quite impressed, very good food, good prices and a nice location. Highly recommend. The few times we tried the Brae Loch we were not too impressed, our favorite in Caz is the Brewster, with Lincklaen House close behind.
