Default Leash laws in suburban Syracuse?

Anyone familiar with which towns have leash laws? Which generally require dogs to be on a leash and under control whenever they are outdoors... unless enclosed by a fence.

Recently I was at another house in the Town of Clay. I saw a middle aged man walking his medium size yellow lab dog around the block without a leash. The dog was about 10 feet ahead of the owner on the side of the road. The dog seemed well trained.

In this same neighborhood I witnessed another dog, black in and white in color....this one looked like a Shepard mix, running around it's unfenced property and into other neighbors yards. The young couple owners were there watching it and let it wander around and run around at will unless it went too far, and then the owners would yell out its name. This dog didn't seem as well trained.

After seeing all this I starting wondering if the Town of Clay even has a leash law? If they do, it must not be well enforced....

My beagle is very well trained; the only reason I keep him on a leash is because the city requires it. He has a bad habit of taking off and ripping the leash out of my hand, but whenever he does that he comes right back.

Well, someone I know contacted the Town of Clay about a dog running lose in the neighborhood. This was a month ago. Apparently, nothing was done by the town. The dog is still free to roam around at will by the owners.

So if you live in the Town of Clay you can let your dog run outside without a leash into other neighborhoods yards. Clay does not enforce their lease laws.
