I wonder if one of the complexes converted from old construction school buildings (the two I can think of offhand are Madison Court, near the base of the University Hill area, and Brick School Terrace on Salt Springs near LeMoyne College, but I believe there are others) might suit your purposes. I know that Madison Court is mostly condo-style, but there are occasionally apartments rented out in it. Brick School Terrace is set up more as independent senior housing.

Some friends had a townhouse off John Glenn and 57 in Liverpool/Clay (Eagles Pointe) - pretty recent construction but they used to play loud music and video games pretty late and didn't seem to bother any of their neighbors, so the walls are decently thick.

Just a thought here for your consideration...

I know you said you're looking for an apartment, but would a townhouse with exterior and landscaping handled by the HOA work? The reason I ask is because I've owned a couple townhouses, and the sound insulation in both was excellent. One is a low priced (1200 sq ft) unit that I bought as a rental 30 years ago and still own. The other was more of a luxury unit that I lived in (3500 sq ft).

Townhouses, by definition) have no units above or below them, so you'd only have to worry about sound coming through the walls. The walls between units in both of these were double walls with an extra wall of sheetrock between them (sheetrock on your wall, your neighbor's wall and another layer between them). I had teenagers at the time who liked to crank up the stereo, but neighbors couldn't hear it. I would rarely (once every few months) hear a thud against one of our walls. (One neighbor also had teenagers who got pretty wild at times.)

Both townhouses were much quieter than any homes I've lived in.

Clayton Manor Apartments in Liverpool might be perfect. When I first saw the complex, I thought it was senior housing. Very quiet, a lot of people of various age ranges, a nice little fitness room, a community room, in a great location close to the Thruway/the village of Liverpool/Wegmans/Onondaga Lake Park, etc. Clayton Manor Apartments Apartments for Rent | Apartment Finder
