If I were him I'd be more concerned about the future prospects for the cities that will run out of water in the next 15 -25 years. And Rust Belt Cities are not among that group.

Good point and considering that many of the hot places grew due to real estate and many have issues with things like water, I think said cities might have to adjust soon.
