Bad areas near the heart of downtown Syracuse that are starting to turn for the better.

I'd say Hawley Green just northeast of dontown and Little Italy, just north of downtown. stay away from just south of downtown though! the near westside probably has the best chance of improvement because it's a bit more isolated. And when you get past the near westside you're in Tipperary hill which is a nicer city neighborhood.
