There is an App for that, for Apple, but will your Music app on your phone see the music stored in your PC?
No.The network browsing app lives in it's own walled garden. This is a pain finding the exact app to do exactly what you need when you want to "open" the 'walled garden' and share files between apps.

It's relatively easy to free the music on a Windows/Linux PC and access it on an iPhone. Just set up a DLNA/UPnP server like
TVersity or
XBMC or something and then use a free player like
Sitecom Media Controller. Works just fine.
I also use
XBMC's official iPhone remote control app if I want to control the XBMC box and hear the sound through the media center.
