Would an Android 4.1 bought here in the States, be able to be used in the UK? If I bought one as a gift here and mailed it to the UK, would they need any other accessory to enable it or would it be good to go?

Yes, it would work overseas.
Might need a different power adapter on the end but I am sure they have easier access to those then you do.

As the majority of Tablets sold are WiFi only (as all the big companies found out no one wants YET ANOTHER charge on the overpriced cell phone bill) I would assume the OP knows that a Cellular Verizon tablet won't run in the UK over cellular and isn't planning to get someone a gift that also comes with a montlhy charge...

However even a cellular tablet will work fine in the UK as any Android tablet is going to have WiFi.

If the OP doesn’t know if the tablet would work in general, why would s/he know that “that a Cellular Verizon tablet won’t run in the UK over cellular?”
