I want to get one in 2015 and I am a person who does not like to talk on the phone in public and would just rather TEXT or use the INTERNET. So will a tablet allow me to do that? Starting to realize a cell phone is useless for me because

1. The voice quality

2. I never answer my phone or talk in public

3. My landline has better voice quality

Talking in public is talking whether it's on a tablet or a phone. If you hate talking, both will be offputting, as well as the tablet being bulkier.

I have had little luck with the voice dictation on my iPad Retina, or even my new iPad Air 2. My Galaxy S5 is nearly flawless with voice dictation..but if you don't want to talk, what's it worth?

Audio quality over Facetime and Skype is better than regular calls, if you will assume the data usage. Seems like you want something that doesn't exist.

Someone sent me a link for a mini Samsung Tablet that is only text and internet

If you are just looking to text and use the internet then a Tablet will work just fine for that. You can get one with 4G cellular capabilities so you will be able to be online in most places just like with a phone. There are also a lot of different free texting apps that will give you a free texting number if you use just wifi on a tablet. That way you can text like normal and access the internet without the cost of adding a 4G data plan to your tablet.

You can type only with an iPad. You don't have to talk to anyone or use voice dictation or Siri to talk to it. Any tablet would suit the need.

But what if you get an urgent call while you're outside? Anyway, I have 2 tablets with WiFi and Skype. The smaller tablet I have has something called GrooveIP for receiving phone calls, however, the people who call me tell me that my voice cuts in and out. I hardly use GrooveIP to be honest.

WiFi calling = It's not the most reliable technology yet. I'm unsure if it will ever be great.

Yes almost any tablet will allow you to text and use the internet. Get an iPad Mini 1st Gen with LTE and download Google Voice for texting and use the LTE connection from your carrier for internet.
