What's the difference between cellular and wifi enabled? Some say cellular AND wifi, but what's the difference? Can I use the tablet as a phone to speak to others if it's cellular enabled?

No, cellular is used for data only, when or where WiFi is not available.

See explanation at https://www.apple.com/ipad/cellular/

Thanks. So if I get a cellular/wifi gadget then I guess I would have to connect it to my cell phone plan? I already use my phone with the network for data when I'm out of my home, so wondering if I'd have a problem connecting this up to my data plan on my cell phone plan.

You can use your phone as a hotspot and not pay for extra data, or get an iPad that can connect directly to your cellular network, and pay the extra fee to connect that way.

It's a set fee and it uses your data plan. So like an extra $10/mo and when not on wifi it's using data from your cell phone plan.
