Yes there are deals but it always depends on what you compare it to. For example, we have 2 great marinas ( Ruskin and Apollo Beach) but there are no actual "beach", especially considering the nice ones in St-Pete, Clearwater and Anna Maria Island for example. But these 2 places are bound for 100% transformation. Ruskin, the little downtown is horrible, like a really poor part, nothing exciting. But they are building nice communities around it so the downtown will eventually have to be demolished (yes ) and rebuilt. But how long are you willing to wait? So depending on your needs, it may or may not be a deal for you...
As far as Apollo Beach, at least you have many more ammenities in regards to grocery stores, hair salons & spa, gym, dog food/accessory shop, dentists, urgent care,etc..close to I-75, a mall will be built and hospital,etc...But Ruskin as a better beach than APollo. Apollo Beach's beach is very "disappointing", however, we like to go there in October for reading and relaxing.
I believe it has a bright future, but if somebody is looking for short term, it may not be what one's looking for.
