I am pretty sure he means they don't pay off good.

I think, but am not sure, that there are 2 types of slot machines. One type you play against the house meaning each machine has a preset chance of when it will pay off, Vegas machines are like this.
The other type are where you see all the digital machines now and you are playing against other players meaning the payoffs from the machines are determined by how much is being put in other machines by other players and these do not pay off as well as the other type of machine, Hard Rock Tampa machines are like this.

I am just going off what I was told by someone else so I can't be sure this is true. From personal experience I did not do as well in Tampa as in Vegas on machines and have never played Blackjack in Tampa only in Vegas, Reno, etc so I can't compare on that level.

The Indian casinos, unlike Vegas casinos, are unregulated and do not have to publish their payoffs. They can pay out anything they like. Some websites (if you do a little looking around) have attempted to estimate their payoff percentage by aggregating the slot payoff performance from many gamblers who keep records, and the numbers are downright criminal.

They don't have to pay anything, I suppose, but then the hordes of people who can't do math would eventually figure it out and switch back to scratch-off tickets.

Florida should give the middle finger to the Seminoles and allow licenses for state-regulated casinos. Today's St Pete Times has a front page story on just that topic.

That's why I will go to Hard Rock for a concert, some food and drinks, but will never gamble there.
