Helicopters seem to fly over Channelside daily, mostly in the evenings and usually multiple times. Sources seem to be police, military, news stations, and hospitals. I expect some are for executives and/or politicians as well. We watched one take off from the Tampa General helipad (across from Bayshore Blvd) recently. Way cool.
At first I was startled by the frequency of the fly-bys and occasional hoverings (just as I was initially taken aback by the number of personal injury attorney billboards in the area), but it's all about what you get used to. ;-)
I've seen and heard more helicopters since I've been living in cities than I ever did in suburbia. As long as they don't turn into "Minority Report" spycraft, I'm OK with them.
